‘Human rights considerations’ delay release of Yorkshire police chief’s conduct report

Human rights considerations are among the reasons why the report into the conduct of West Yorkshire’s former chief constable Mark Gilmore has yet to be published five months on, the county’s crime commissioner has revealed.
